Research Methodology & 5-Level Verification Protocol

Every research monograph, policy brief, and strategic assessment published on https://defenseobserver.org undergoes a mandatory five-stage verification and national-security clearance workflow before release.

The 5-Level Verification Protocol

LEVEL 01

Primary Source Identification

Direct attribution to official Ministry of Defence releases, parliamentary records, treaty texts, or on-the-record field observation.

LEVEL 02

Independent Cross-Check

Corroboration across multiple independent documentary, technical, and institutional sources.

LEVEL 03

Strategic Context & Baseline

Situating facts within historical force structure, budgetary baselines, and doctrinal context.

LEVEL 04

Senior Editorial & Subject-Expert Review

Methodological and technical review by senior editors and domain specialists.

LEVEL 05

Legal & National Security Sensitivity Clearance

Mandatory audit ensuring zero disclosure of classified information, troop movements, exact deployments, or operational vulnerabilities.

Evidentiary & Primary Source Hierarchy

Tier 1: Statutory & Parliamentary Records

Union Budget Demands for Grants (MoD), Parliamentary Standing Committee on Defence reports, Comptroller and Auditor General (CAG) compliance audits, PIB Defence releases, and official service doctrines.

Tier 2: Technical & Industrial Disclosures

DPSU and listed defence company annual reports, DRDO technology bulletins, DAC AoN disclosures, Srijan Indigenisation Portal datasets, and iDEX grant registries.

Tier 3: Commercial Satellite & Geospatial OSINT

Multi-spectral and synthetic aperture radar (SAR) imagery from public/commercial constellations, AIS maritime tracking, NOTAM archives, and terrain elevation models.

Tier 4: Veteran & Practitioner Peer Review

Structured doctrinal review by retired Flag Officers, General Officers, Air Marshals, defence scientists, and former acquisition officials on the Defence Observer Advisory Board.

NATIONAL SECURITY COVENANT

Strict Non-Disclosure of Sensitive Operational Information

Defence Observer never publishes classified documents, unannounced troop movements, real-time tactical coordinates, or sensitive cryptographic/electronic-warfare parameters. All research is strictly anchored in open-source, public-domain evidence in full compliance with the Official Secrets Act and the Press & Registration of Periodicals Act, 2023.
